As of July 1 — the Unified UzQR Payment Code Becomes Mandatory for Business

Based on Presidential Decree No. 246 dated 10.12.2025 and Presidential Resolution No. 359 dated 27.11.2025, the Central Bank of the Republic of Uzbekistan developed and launched a unified code “UZQR”. It has become mandatory for retail and service businesses starting July 1, 2026.

In order to sign up, which is also free of charge, entrepreneurs are required to submit an application through their servicing banks. This system means checkout counters no longer need payment terminals or a pile of different bank stickers — just one code that works with any bank app. The buyer simply scans the UZQR code through any of their bank apps, and the money lands in the account within 24 hours. However, the most discussed part of this implementation is the fee: the buyer pays 1% and the seller pays 0.65%.

The operator of the system is “MUNIS,” run under the Central Bank, which distributes the fee among the participants in the settlement chain. The government is currently actively discussing eliminating the 1% fee for ordinary citizens, though a final decision has not yet been made.

Salaries, Pensions, and Benefits to Rise by 7% — in Two Stages

Presidential Decree No. UP-115 of June 23, 2026 provides for a 7% increase in salaries, pensions, stipends, and social benefits. The increase will proceed  in two stages.

1 stage  – As of July 1, 2026:

  • minimum old-age pension — 983,000 soums;
  • minimum disability pension — 1,083,000 soums;
  • benefit for a child under 3 years old (for families in the Unified Social Protection Registry) — 386,000 soums;
  • benefit for a child aged 3 to 18 — 295,000 soums;
  • supplement for a second child — 177,000 soums; for a third and each subsequent child — 118,000 soums;
  • monthly financial assistance for families in the Unified Social Protection Registry — 450,000 soums;
  • base amount used to calculate pensions — 504,000 soums.

2 stage – As of September 1, 2026:

  • salaries of budget-sector employees and stipend amounts will rise by 7%;
  • the minimum wage will be set at 1,360,000 soums;
  • the base calculation value will rise to 440,000 soums.
