A New Era in Valuation Activity: Accreditation Rules for Non-Residents Approved

New accreditation rules have come into force for non-resident individuals to carry out valuation activities in the Republic of Azerbaijan. This decision was made based on the “Law on Valuation Activity” No. 1052-VIQ, dated December 2023, the President’s Decree No. 2443 of December 30, 2023, and the Cabinet of Ministers’ decision No. 158 dated May 13, 2025. The main goal of the updated system is to increase transparency, strengthen professional standards, and regulate the activities of international specialists on a legal basis.
Accreditation applies to non-resident individuals who do not live permanently in Azerbaijan but want to perform valuation activities here. These individuals must have higher education, at least three years of international valuation experience, legal documents confirming their right to work in their country, no criminal convictions for serious crimes or corruption, and must be medically fit to perform the activity.
Documentation and Deadlines
Non-resident individuals applying for accreditation must submit a copy of their ID, higher education diploma, documents confirming at least 3 years of work experience, documents proving their right to work in valuation, criminal record and medical certificates and photos to the Valuers’ Chamber with an official application. According to Articles 29 and 30 of the “Administrative Procedure” Law, the application must include personal information, activity direction, and a list of attached documents.
The initial check of the documents is done within 3 days. If any issues are found, the applicant is given 3 working days to fix them. The decision is made within 15 working days. After submitting the application, the Chamber evaluates the person’s professional skills, experience, and legal eligibility. If the assessment is successful, the person is issued a certificate valid for 2 years. This certificate specifies the type of activity, the name of the accreditation authority, personal details, and other relevant information. After the certificate expires, the person can apply for renewal.

Changes and Control
If there are any changes in the certificate information, they must be reported within 5 days, and the document must be updated. If the certificate is damaged or lost, a duplicate is issued. Changes require prior application within 5 days and a response within 10 working days.
The Valuers’ Chamber continuously monitors the activity of accredited persons. If fake documents or legal violations are found, the certificate can be canceled. The person is informed within 2 days about cancellation. There is a right to appeal the cancellation decision.

The Azerbaijan Valuers’ Chamber (AVC) is the official body responsible for regulating valuation activities, keeping the registry, accreditation, and providing methodological support in the country. The Chamber’s official website is www.aqp.az.
With these new rules, a more open and organized system is created for foreign experts who want to enter the Azerbaijani valuation market. This will expand international cooperation, increase competition in the market, and improve the quality of valuation services in the country overall.
