General Provisions on the Evaluation of a Person as a Highly Qualified Migrant
This procedure regulates the reception, assessment, and documentation process for foreigners and stateless persons applying under the Highly Qualified Migrant Program, established by Presidential Decree No. 156, dated June 6, 2024. Applications are submitted via the “Highly Qualified Migrant” portal, operating on a “single window” principle. Evaluation is conducted through the State Migration Service’s information system based on the applicant’s knowledge and skills relevant to their declared field of expertise, in line with Azerbaijan’s socioeconomic development priorities.
Application and Evaluation Procedure
Foreigners must fill out the application form electronically in Azerbaijani, Turkish, English, or Russian and upload supporting documents such as a passport and proof of qualifications. Applications are reviewed within 20 business days, with possible 10-day extensions for additional investigation. Relevant state bodies assign scores based on predefined criteria. If the applicant scores 70 or higher and no objections are raised by the authorities, they will be recognized as a highly qualified migrant, the result is formalized in an official electronic document.
